General Service Rate
Effective: June 1,1992
AVAILABILTY

   • Electricity is available under this schedule for all purposes to any customer contracting for five (5) (KW) Kilowatts or more. If electricity is delivered under this schedule at a specific location, through more than one meter, the COST OF SERVICE shall be computed separately for the electricity delivered through each meter, unless such multiple metering is for the Department’s convenience.
   • If any electricity is delivered under this schedule at a specific location, then all electricity delivered by the Department at such location shall be billed under this schedule.
   • This schedule is not available for resale.

COST OF SERVICE

   • Monthly Demand Charge:
         o First 100 KW at 15.50 dollars per KW per month.
         o Next 900 KW at 9.75 dollars per KW per month.
         o All over 1000 KW at 9.00 dollars per KW per month.
    • Monthly Energy Charge:
         o For use under 200 kilowatt-hours per kilowatt of billed demand 5.8 cents per Kwh
         o For use between 200 and 300 kilowatt-hours per KW of billed demand:4.0 cents per Kwh.
         o For all use in excess of 300 kilowatt-hours per KW of billed demand: 3.5 cents per Kwh.

CASH DISCOUNT
• The above prices will be subject to a discount of two and one-half (2 1/2) percent if payment is made within fifteen (15) days from the date of the bill, provided there is no bill in arrears.

RESIDENTIAL CONSERVATION SERVICE
• In addition to the amount determined under the preceding COST OF SERVICE, the Department’s cost of proving the Residential Conservation Service (RCS) shall be charged on each billing. The charge so determined is not subject to discount.

LATE PAYMENT PENALTY

   • On accounts twenty-five (25) or more days in arrears, a service charge of 1.5 percent per month will be assessed at the beginning of each month on the gross balance outstanding at the end of the previous month. No discount will be available if any such service charge has been assessed.

ADJUSTMENT FOR COST OF FUEL AND PURCHASED POWER

   • In addition to the amount determined under the preceding COST OF SERVICE, the Department’s Purchased Power Clause, as filed from time to time with the Department of Telecommunications and Energy, shall be charged on each billing. The charge so determined is not subject to discount.

MINUMUM CHARGE

   • The minimum charge shall be the demand charge, as determined, using the billing demand determined below.

NORMAL DETERMINATION OF BILLING DEMAND
• The Billing demand for each month shall be the greater of : (1) the highest 15 minute integrated KW demand measured or adjusted for power factor in accordance with provisions set forth in this schedule during the month by the Department; (2) 90 percent of the highest 15 minute integrated KW demand measured or adjusted for power factor during the preceding eleven (11) months; (3) five (5) KW. Any 15-minute demand occurring in the eleven-(11) month period prior to the application of this schedule shall be considered as having been established under this schedule.

OPTIONAL DETERMINATION OF BILLING DEMAND

   • Upon written request of a customer who has purchased electricity for one (1) year or more under this schedule, the demand for each billing month, for a period of not less than (2) consecutive months shall be determined giving consideration only to items (1) and (3) under NORMAL DETERMINATION OF DEMAND.
   • Any fifteen-minute peaks occurring not more than eleven (11) months prior to the application of this request, upon termination of the requested period, shall be considered to be established during the period in accordance with the regular demand provisions of this schedule.
   • This optional determination of billing demand is available only from November 1 of one year to May 1 of the following year. The written request must be received not later than the first of September so as to allow the Department to properly plan its power supply sources. No changes will be granted to the Department’s normal meter reading schedule.

POWER FACTOR

   • The average power factor of the customers’ load, as determined by the Department, shall be maintained at not less than 90% lagging. If , at any time, the Department determines that the power factor is less than 90% lagging, the monthly kilowatt demand as measured, shall be adjusted in accordance with the following formula:
   • Adjusted KW demand = 90% x measured KVA demand. For purposes of determining the billing demand, as set forth in this schedule, the adjusted kilowatt demand determined above shall be used.

HIGH VOLTAGE METERING ADJUSTMENT

   • The department reserves the option to meter the electricity delivered at the customer’s utilization voltage or on the high tension side of the transformers serving the customer. In the latter case, or if no transformers are required, the demand charge shall be reduced by one dollar per kilowatt of billed demand ($1/KW) and the energy charge reduced by five cents per hundred kilowatt-hours ( $0.0005/Kwh). Such reductions shall apply only when the voltage is 2,300 volts or higher.

HIGH VOLTAGE DELIVERY CREDIT

   • If the customer furnishes, installs, owns and maintains at its expense, all equipment necessary to take service at the voltage at which electricity is transmitted to the customer’s premises, but not lass than 2,300 volts, a credit of sixteen cents ($ 0.16) per kilowatt of billing demand shall be made each month. The equipment supplied by the customer shall be subject to the reasonable approval of the Department.

TERM OF CONTRACT

   • Service supplied hereunder will be for an initial term of twelve (12) months and shall continue thereafter until terminated by thirty (30) days prior written notice.

INSTALLATION OF EQUIPMENT

   • All water heating and space heating equipment and installation of such equipment shall comply with the requirements of the Department. The department shall not furnish transformers in excess of 300 kVA, and all service at 120/208 or 120/240.

TERMS AND CONDITIONS

   • The Department’s Terms and Conditions in effect from time to time, where not in consistent with any specific provisions hereof, are a part of this schedule.
