Chapter 3.7 Public Building Division, Rules, Regulations and Rental Fees
PUBLIC BUILDING DIVISION
RULES, REGULATIONS AND RENTAL FEES
Effective April 1, 2002

The rules and regulations relating to the use of certain public buildings are made in accordance with Section 14, Sub-section (h) of Chapter 406 of the Acts of 1951 and any other pertinent Statute, by-laws, etc.

I       RULES/REGULATIONS

1.      A license application for the use of all public buildings with the exception of the Senior Center, shall be made at the office of the Public Buildings Division located at 1196 Main Street, Holden MA. A license application for the use of the Senior Center shall be made at the Senior Center, 1130 Main Street, Holden MA 01520.

2.      The signing of a license agreement and key release form (if applicable) is required prior to utilizing town buildings. Return of keys must be made promptly or use of meeting rooms will not be authorized.

3.      Payment of the required fee shall be made within 30 days of receipt of an invoice from the Public Buildings Division or in some instances may be required before the event.

4.      Applications will not be received from a minor.

5.      Public Safety officers shall be assigned by the Town when deemed necessary. Costs for same shall be paid by the licensee.

6.      No alcoholic beverages shall be served or carried on Town property.

7.      Smoking is not permitted within any town building.

8.      Any activity for which an application is approved shall be in keeping with the purpose of the facility and shall not result in any damage to the facility. The placing of nails, tacks, screws, or other fastenings or the defacing of the surface is prohibited without the permission of the Public Buildings Division.

9.      Insurance coverage may be required of the licensee whenever same is deemed in the best interest of the Town.

10.     Town boards and committees shall have preference for use of all Town buildings at no charge.

11.     Town based organizations and taxpayers will be given preference after town board and committees for use of Town buildings.

12.     Kitchen areas shall be cleaned and all trash generated by an event shall be removed from the building by the licensee. Kitchen use at Senior Center must be discussed with Director of COA in advance of use of facility.

13.     Set-up and break-down of tables and chairs in Memorial Hall and Starbard Building shall be the responsibility of the licensee. Organizations will return the building to its original condition.
14.     No pets are allowed and children must be supervised by adults at all times.

15.     Use of TV/VCR are not allowed at the Senior Center.

The kitchen telephone at the Senior Center may be used by adult in charge.
Payphone is available for use in the Town Hall
No phone is available in the Starbard Building

17.     Licensee is responsible for obtaining and paying for any licenses or permits required such as, public entertainment permit (if a fee is charged to attend an event) from the Board of Selectmen, a temporary one day food permit (if a charge is made for food) from the Board of Health. This is a requirement for the use of the kitchen at the Senior Center.  Any large group utilizing the multi-purpose room and kitchen shall utilize a caterer licensed by the Town of Holden Board of Health showing proof of liability insurance.

Three separate areas of the Senior Center may be rented simultaneously on Tuesday & Thursday nights. All organizations will be made aware of that possibility prior to rental.

Tuesdays & Thursdays 6:00 PM – 10:00 PM         
Custodial Fee and Building Use Fee              No Charge except if kitchen use is requested.
Then, $60.00 use fee and $60.00 Deposit. A volunteer or custodian will be on site to open and close the facility. For profit organizations will be charged the Monday, Wednesday, Friday building use fee listed below.

Monday, Wednesday, Friday 6:00 PM – 10:00 PM            
Custodial Fee           $100 for up to 1st four hours, $25.00 per hour thereafter.
Building Use Fee                 $25.00 per hour

Saturday & Sunday 8:00 AM – 10:00 PM
Custodial Fee           $140.00 for up to 1st four hours, $35.00 per hour thereafter
Building Use Fee                 $25.00 per hour

Monday – Friday 8:30 AM – 4:30 PM
Custodial Fee           No Charge       Senior Programs take priority
Subject to approval of Senior Center Director.  For profit organizations will be charged $25.00 per hour building use fee.

The kitchen and multi-purpose room is used on a daily basis, Monday – Friday for senior citizen lunches and the Meals on Wheels Program and other senior programs. The kitchen is not available to outside organizations daily from 8:45AM – 1:00 PM.

Use of Multi Purpose Room and Kitchen will require that Town personnel or volunteers be assigned to oversee the use of the building.

Kitchen areas shall be cleaned and all trash generated by any event shall be removed from the building by the licensee. Kitchen use at Senior Center must be discussed with Director of COA in advance of use of facility.  A deposit will be required for use of the kitchen to be returned if kitchen has been thoroughly cleaned after an event.

Fees are based on estimated costs including: heat and electricity, air conditioning, cleaning and bathroom supplies, property wear and tear. Custodian times for setting up, taking down, cleaning up and being available for site maintenance issues that may arise.

All fees are subject to the discretion of the Senior Citizens Coordinator who may consider the programs/services provided to elders as well as the organization’s status, promotion and support of the senior center.

USE OF THE MEMORIAL HALL IN TOWN HALL

3.  Town Boards, Committees, Commissions and town sponsored events              No Charge
4.  Town Meeting Approved Users                                                          $100 Annual Fee

Fees are based on estimated costs including: heat and electricity, cleaning and bathroom supplies, property wear and tear.

USE OF THE MEETING ROOM IN THE STARBARD BUILDING

Maximum Capacity: 30    No kitchen use available

1.  Town Based Non Profit Organizations                                                  $25.00(for 4 hours)
2.  Town Based Organizations, Private Parties, for profit Events                        $25.00 (for 4 hours)
3.  Town Boards, Committees, Commissions and town sponsored events              No Charge

Fees are based on estimated costs including: heat and electricity, air conditioning, cleaning and bathroom supplies, property wear and tear.

This fee schedule is to be used in conjunction with the Agreement for Community Use of Space and Equipment.         EFFECTIVE APRIL 1, 2002

Pay the Public Buildings Division the total fee, plus security deposit at the time of application.

Return key to                           no later than 9AM the day following the event or Monday following a weekend event. Rights to utilize town buildings will be forfeited if this policy is not adhered to.

Clean and return furnishings and equipment to their original place.

Reimburse the town of Holden for any damage or unusual wear and tear to the space or/equipment.

Indemnify and hold harmless the Town of Holden against any loss from all claims for personal injury or property damage arising from the licensee’s use of the space and/or equipment.

The undersigned acknowledge receipt of the Public Building Division Rules, Regulations and Rental Fees Document.
