1. Tax Title Property/Auction Enclosed is a final list of twenty-one (21) tax title foreclosure properties that the town will be auctioning off this fall. We have removed a 72 acre parcel located near Bullard Street, an 11.65 acre parcel off Meadow Wood Drive, and a Nelson Street parcel of 1.28 acres. We will be soliciting proposals for auctioneer services. The Auctioneer will advertise the sale, which will occur on December 1, 2006.

2. Uni-Pay According to Jean Berg, Treasurer/Collector, July was our best month ever for on-line payments. We had 268 tax payments and 460 utility payments made via our on-line payment service Uni-Pay. Since April 2004, 4,500 persons have paid their quarterly taxes and/or excise taxes on-line. Since utility bill payments were enabled in December 2005, we have received monthly utility payments from 3,651 customers. Obviously, this is good news. Thanks to Jean and her staff for coordinating this convenience to our customers.

3. Rail Trail Bike Patrols Holden and West Boylston PD have teamed up to patrol on mountain bikes the three-mile stretch of the MA Central Rail Trail from the River Street trail access in Holden to the reservoir in West Boylston. Please see the enclosed article that appeared on the Telegram & Gazette.

5. Recreation Program Update Denise Morano, Recreation Director reports that during the first summer session, we offered 42 classes and 33 of them sold out. There were 526 participants in those programs.
Over thirty thousand (30,462) visits were made to the pools in the month of July 2006. The average daily attendance was 983. Compared to last year, we have seen an increase of 2,580 visits. The Holden Harpoons swim team competed in the championship meet in Westboro on Saturday, August 5; after winning a meet earlier in the season, the Harpoons finished 4th in the championship out of a total of 16 teams competing. Bravo!

6. Dawson Recreation Area The Towns 20-Year lease with DCR for the Dawson Recreation Area expired in July 2006. The Department of Conservation and Recreation (DCR) has issued us a Temporary Access Permit while negotiations are underway with the State to acquire ownership of the property. It is estimated that the acquisition process will take eighteen months to two years.
