New Fire Department Equipment will be on display at the Senior Center building at 6 PM.
1. Conservation Commission Appointment – Confirmation by Board of Selectmen
I have interviewed Mark Helfrick to fill a vacancy on the Conservation Commission. Mr. Helfrick is a mechanical engineer who has lived in Holden for several years. I feel that he would be a valuable member of the Conservation Commission and exhibited enthusiasm about contributing to the community through his service on the Commission. I recommend the Board confirm my appointment.

2. Update on West Mountain Street Meter
The West Mountain Street Meter has been installed and is operational. We will be reading the new data and requesting the customer information from Worcester so that we can determine the amount of undercharging that has occurred.

3. Island at Main and Shrewsbury Streets
The island at Main Street and Shrewsbury Street is owned by Mass DOT. Through cooperation with them we have removed the dead shrubs. The State will be delivering cobblestones so that they can be placed around the island for the first 4 feet. We will then be selecting low growth plantings that can tolerate this location. As part of our agreement with the State, we will be maintaining this island in the future.

4. Electronic Message Board Update
We have received specifications for an Electronic Message Board to be placed at the intersection of Shrewsbury Street and Main Street. The sign has two sides making it visible from all four corners of the intersection. The next step in the process is to go out to bid. We are drafting the documents currently.

5. Special Town Meeting – November
We will be scheduling the Special Town Meeting for late October, early November subject to the availability of the moderator. Among the articles expected for this meeting will be:
Mountview School Feasibility Study appropriation
Water/Sewer – MWRA Ice Storm appropriation
Zoning By law changes for Wind turbines
Street Acceptances

8. Personnel Changes
Treasurer/Collector – I have appointed Sharon Lowder as Treasurer Collector effective September 1, 2010. Ms. Lowder has worked in the Treasurer Collector’s office for the past 19 years and has attained all of the required certifications and trainings for the position.
Town Manager’s Office – I have appointed Robin Harned-Burke as the Senior Clerk – Communications to replace Liz Arguin who is now in the Town Clerk’s office. Ms. Burke will be a part-time employee. Ms. Burke has a bachelor’s degree in communications and will be assisting in improvements to our website.
