TOWN OF HOLDEN, MA

INVITATION TO BID

The Town of Holden, the Awarding Authority, invites sealed bids for the following projects:

1.
Damon House Exterior Painting, 1174 Main Street, Holden
2.
Damon House Roofing - Asphalt Shingles, 1174 Main Street, Holden
3.
Starbard Building Exterior Painting, 1204 Main Street, Holden
4.
Town Hall Exterior Painting, 1196 Main Street, Holden

Each project will be bid separately and in accordance with Bidding and Contract Documents prepared by Lamoureux, Pagano & Associates, Inc., Architects.

Bidding procedures and award of Contract shall be in accordance with the provisions of Massachusetts General Laws, Chapter 30, Section 39M, as amended of the General Laws of the Commonwealth of Massachusetts, including all current amendments; and the guidelines established by the Deputy Commissioner of the Commonwealth of Massachusetts Division of Capital Asset Management (DCAM), including any and all amendments.

RECEIPT OF BIDS
A. Bids shall be received at the office of the Town Manager, Starbard Building, 1204 Main Street, Holden, MA 01520 no later than 12:00 pm, Wednesday, September 30, 2009, at which time they will be publicly opened and forthwith read aloud. Any bid received after the time and date specified will not be considered.
B. Bids shall be submitted on the prescribed form and must be accompanied by:
1. A bid deposit for the bid in the amount of 5% of the actual base bid proposal in the form of a bid bond, cash, certified check, or a treasurer's or cashier's check issued by a responsible bank or trust company, payable to the TOWN OF HOLDEN. Return of bid deposits will be in accordance with provisions of applicable General Laws.
2. Contractor Project Experience Statement form.

AVAILABILITY OF BIDDING AND CONTRACT DOCUMENTS
A. Bidding and Contract Documents including Plans and Specifications will be available after 12:00 pm, Wednesday, September 16, 2009 at the Office of the Architect, Lamoureux, Pagano & Associates, Inc., 14 East Worcester Street, Worcester, MA 01604 Tel. (508) 752.2831.
1. A refundable plan deposit in the form of a company check (cash not accepted) payable to "Town of Holden, MA" in the amount of $10.00 per set is required.     Each project requires a separate deposit check. Deposits shall be returned to the bidders who return the complete sets, including any addenda issued, in good     condition to the Office of the Architect within thirty (30) days after bid opening.
2. If plans and specifications are requested to be mailed, a separate non-refundable handling and mailing fee in the form of a company check payable to "Lamoureux, Pagano & Associates, Inc." in the amount of $10.00 is required per set of drawings and specifications. Specify the name of the project you are requesting to be mailed.
3. PARTIAL SETS WILL NOT BE ISSUED.

B. Bidding and Contract Documents for Viewing: The Bidding and Contract Documents may be seen, but not removed at the following locations:
1. Reed Construction Data (800) 906-3406.
2. Office of the Town Manager, Starbard Building, 1204 Main Street, Holden, MA 01520, (during town hall hours only).
3. Office of the Architect, Lamoureux, Pagano & Associates, Inc., 14 East Worcester Street, Worcester, MA 01604 Tel. (508) 752-2831.

WAGE RATES
Bids are subject to the provisions of M.G.L. Chapter 30, Section 39M and Chapter 149, Section 4A to H inclusive as amended to date, and such other Federal, State and Municipal laws or regulations. Wages are subject to minimum wage rates as per M.G.L., Chapter 149, Section 26 to 27D inclusive.

SITE VISIT
The job sites will be available for inspection at any time.

RIGHT TO REJECT BIDS
The Awarding Authority reserves the right to waive any irregularities or to reject any or all General Bids if it be in the public interest to do so, and to act upon the bids and make its award in any lawful manner.

WITHDRAWAL OF BIDS
No Bidder may withdraw bid for at least thirty (30) days after actual opening thereof, Saturdays, Sundays and legal holidays excluded.
