The Department of Growth Management encompasses building inspection, health, planning, economic development, zoning, and conservation. The Department of Growth Management is responsible for providing technical support to the Planning Board, Zoning Board of Appeals, Economic Development Commission, Main Street Design Review and Zoning Study Committee, and the Town Manager's Office regarding planning and growth management issues in Holden. The Department's aim is to increase the overall coordination of development goals among planning, inspection and health services, and to
streamline and facilitate the process of issuing permits and licenses.
The Department of Growth Management provides technical and administrative support to the Planning Board, the Conservation Commission, the Board of Health, the Economic Development Commission, the Historic District Commission, and the Zoning Board of Appeals. The Department also administers the Town wide trash and recycleable materials collection program which serves almost 5700 residences. The Town of Holden collected 6250 tons of trash and over 1500 tons of recycleable materials. The Department also operates the Holden MDC Sewer Loan Program which assists residents with the cost of paying for connection to sanitary sewer, 650 residences inn first phase of the sewer project were eligible for this program and to date 275 loans have been recorded.
