Whenever any payroll, bill or other claim against the town is presented to the Town Manager he shall, if the same seems to him to be of doubtful validity, excessive in amount, or otherwise contrary to the interests of the town, refer it to the selectmen, who shall immediately investigate the facts and determine what payment, if any, should be made. Pending such investigation and determination by the selectmen, payment shall be withheld.
