The Town Manager shall, by letter to the Town Clerk, designate, subject to the approval of the selectmen, a qualified officer of the town to perform his duties during his temporary absence or disability. In the event the Town Manager fails to make such designation, the selectmen shall so designate a qualified town officer to perform the duties of the Town Manager until he shall return or his disability shall cease.
